Management Team

The RSC is a small, specialist technical organisation staffed with professional engineers supported by a two-person administrative team.

The Railway Safety Commissioner

Gerald Beesley, B.Sc., C.Eng, F.I.Mech.E., F.I.E.I., was formerly a railway business and engineering consultant. He worked with Córas Iompair Éireann until 1987 when he was seconded to Botswana Railways for two years as Workshops Manager and Assistant Chief Mechanical Engineer. He set up freight locomotive operations in the U.K. for ARC Southern in 1990, and subsequently established open-access rail freight operations for National Power at Ferrybridge, Yorkshire. From 1996, until his appointment as Commissioner in August 2010, he worked principally on overseas rail projects.

In addition to the Commissioner, the RSC management team comprises:

Mary Molloy, B.E., C.Eng., M.I.E.I., Principal Inspector responsible for conformity assessment and approvals

Anthony Byrne, B.E., M.Sc., C.Eng., M.I.C.E., Principal Inspector responsible for compliance supervision and enforcement

Donal Casey, B.E., M.Sc., M.I.E.I., Principal Inspector responsible for European and legislative harmonisation

Caitriona Keenahan, B.B.S., M.B.S., Head of Administration and management representative at the European Railway Agency

The management team is supported by a number of Railway Safety Inspectors and an administrative assistant.
